Director, Senior Services

Reporting to the General Manager, Paramedic and Senior Services, the Director, Senior Services will administer two long term care facilities, five community based seniors programs and the planning and implementation of York Region’s Seniors Strategy. We are seeking the following competencies:

Strategic Systems Thinker
  • Views the system from a broad perspective, identifies the root cause of issues and acts quickly to address them and implement policies, training and tools to change the system.
  • Maintains an awareness of issues and needs in the seniors community and in Region programs and facilities, developing program proposals to meet these needs and pursuing approvals and implementation.
  • Visionary Leader and Culture Shaper
  • Builds a positive, safe employee & labour relations culture that focuses on York Region corporate values, staff wellbeing, training, accountability, recruitment and staff retention.
  • Leads a process of organizational and cultural change in the organization under the leadership of the General Manager.

Relationship Builder
  • Builds proactive relationships with provincial ministries, Ontario Health Teams, community partners, vendors and other Regional divisions to ensure that the division maximizes funding opportunities and effectively brings municipal issues to the decision-making table.
  • Works closely with external stakeholders, Regional and local municipal politicians/staff, government and non-governmental agencies, and the communities served.

Program, Policy and Process Improvement Leader
  • Develops and implements policies, program delivery methods and performance metrics that reflect best practices and sector benchmarks to impact customer service, ensure quality and support continuous process improvement.
  • Manages risk, procurement, and records and information management, participates in sector wide activities to respond to Provincial and Federal initiatives, legislation, policies and procedures.

Business Leader
  • Sets direction, goals, objectives, strategies, plans, KPI’s, policies, and procedures and continuous improvement for all areas of business while developing and monitoring annual capital and operating budgets for the Division.
  • Leads development and implementation of York Regions Seniors Strategy, working with all levels of government to enhance services and supports for seniors in York Region.

Required Qualifications & Experience
  • University Degree in Health Services Management, Clinical, Business or Public Administration with 7+ years’ experience in seniors program planning and service delivery and 3+ years’ at a senior leadership level, in a unionized environment..
  • Eligible for Certification as a Long-Term Care Administrator.
  • Extensive knowledge of relevant legislation, municipal and Regional government organizations and structure, industry standards, issues and seniors communities served.
  • Experience in managing public relations issues/concerns in a highly political environment.
