Reporting to the Manager, Human Resource Services the EDI Program Coordinator; leads and manages the development and implementation of the City’s employment focused EDI Program.  This position strives to meet the needs of the City of Winnipeg by providing strategic input, offering expert insight and advice, and leading the day-to-day execution of equity, diversity & inclusion programming. 
Working with senior leaders, city wide HR teams, other city departments, and external partners, this new position will support the development of employment equity targets and the programs to improve the diversity of our workforce.  This position will create important community partnerships, expand educational contacts, and will take the lead to design and deliver employee education and opportunities for inclusion and diversity programs.  This position will provide advice to the organization on matters impacting fairness, employment equity and will lead projects tackling discrimination & racism.
As the Equity, Diversity & Inclusion Program Coordinator you will:

  • Conduct research, including consultations with key community stakeholders, into best practices and make recommendations to create an introductory program and framework for a City of Winnipeg EDI Program.
  • Work with human resource team members and department leaders to challenge internal and systemic barriers, in order to create opportunities for meaningful change and increase opportunities to hire underrepresented groups at the City.
  • Review and assess current state of the diversity program, city statistics, and internal resources and propose what may be needed to support an enhanced program.
  • Develop a detailed framework and program based on best practices including assessment, recommendation, implementation, evaluation, and next steps in expanding the introductory EDI program.   
  • Suggest and assist with creating initiatives and projects focused on recruitment, providing work experience and intern opportunities suitable to each department based on the unique business needs of the department.  
  • Lead diversity projects and initiatives including identifying timelines, tools requires, performance measurements, and the metrics requires to ensure project success. 
  • Support the creation of sustainable organizational targets for the program.  This includes monitoring progress, making improvements, reporting annually and future planning.
  • Strategically engage senior leadership to identify specific diversity and inclusion outcomes in order to influence organizational change, drive results, and meet targets.
  • Advocate for resources within city departments to support city initiatives in Diversity within their department.
  • In conjunction with Corporate Communications, develop a communications plan surrounding EDI events as well as act at the subject matter expert in order to educate and raise awareness and priorities to the organization. 
  • Create strong ties with staff at all levels and collaborate with external and internal community members to understand the challenges and needs for the EDIprogram. 
  • Work with Organizational Development, Indigenous Relations division, Community Development and other city departments to build education and awareness programs to assist with creating a culture of inclusion and valuing diversity at the City of Winnipeg.
  • Support existing City programs including but not limited to Newcomer Welcome work, Indigenous Relations Department, and Youth programs. 
  • Utilize innovative and non-traditional approaches to connect with existing staff and or groups of staff at the City to encourage internal self-disclosure. 
  • Build on existing efforts to develop a diversity and inclusive approach that flexes between short-term projects and long-term strategy.
  • Lead employment initiatives such as career fairs, work experience placements, employment partnering agreements, and secondment opportunities to increase representation of people within employment groups.
  • Work with the HR Information Systems team to create reporting to ensure the City of Winnipeg is compliant with legislated requirements under the Employment Equity Act and other regulatory inclusion requirements.
  • Actively pursue grants and or funding avenues, and look for resource opportunities to fund and promote the EDI program at the City of Winnipeg.
Your education and qualifications include:
  1. Bachelor’s degree or College Diploma in HR, diversity or cultural studies, social science, business administration or a related discipline. An equivalent combination of education, training and experience may be considered.
  2. 3 to 5 years of experience in working the areas of diversity & inclusion, preferably in a government, academic, or non-profit setting.
  3. Previous experience in a large complex organization assessing the needs and opportunities available to create a diversity & inclusion program and leading the start-up of the program.
  4. Experience in cultivating relationships with people from different cultural and socio-economic backgrounds, including those with protected characteristics of Human Rights, diversity and employment equity.
  5. Experience working with large data sets and analyzing numbers to make decisions and measure impact.
  6. Experience program development, policies, strategies and action plans related to diversity & inclusion.
  7. Excellent planning, project and program management knowledge and experience; including assessment, development of recommendations, program creation, implementation, evaluation, and expansion.
  8. Strong verbal and written communication skills, with a focus on written communication and presentation skills. Ability to explain and present information into relatable formats when dealing with diverse cultures, people and groups
  9. Knowledge of Employment Equity/ Compliance legislation and requirements in municipal government.
  10. Strong relationship management and consulting skills to build key partnerships across jurisdictions and organizations.
  11. Fully proficient with MS suite of tools (Excel, Word, PowerPoint, MS Project, Visio).
  12. Demonstrated commitment to and experience working from an anti-oppression, de-colonizing and anti-racism lens.
  13. Demonstrated passion for and knowledge of Equity, Diversity and Inclusion issues
  14. Ability and desire to generate buy-in and work towards consensus among City departments and groups.
  15. Self-starter mentality and comfort working autonomously with little supervision to get program moving forward.
  16. Time-management, organizational skills, with the ability to manage multiple deadlines and priorities.
  17. Lived experience and expertise as a Black, Indigenous or Person of Colour (BIPOC) is preferred

The salary range for this position is $2,895.48 - $3,889.22 bi-weekly.
