Main Purpose and Function
The Asset Manager focuses on the development, enhancement, and management of asset management plans, service metrics, the Building Condition Assessment (BCA) program, facility information systems (Asset Planner and SAP PM) and capital maintenance planning for all city facility assets that includes the City’s Civic fund, Property Endowment Fund, and Vancouver Affordable Housing Endowment Fund building asset portfolios (around 600 buildings covering 10 million sf).
 
The objective of this work is to develop and execute asset management frameworks, plans, processes and tools to assess facility condition, understand liabilities (risk, financial, others) at the portfolio, service category, individual facility, and building systems level, and to prioritise investments to achieve best value across the entire City-owned facilities portfolio.
 
Specific Duties/Responsibilities
Asset Management

  • Develops asset management policy, framework, plans and other tools to support and leads the asset management maturity improvement process in the Department.
  • Participates in the development and sustainment of departmental and Citywide asset management policy, guidelines and supports tool development.
  • Develops and maintains facility condition based indices and service levels metrics. 
  • Sets, tracks, and analyzes program and facility inventory operational performance goals and metrics.
  • Develops sophisticated financial models and applies expert judgement to develop strategies based on different scenarios (i.e. recapitalization vs. replacement including, risk vs. level of service, and capacity vs. age).
  • Establishes facility operational and performance goals, as well as service level metrics.
  • Manages the multi-year Building Condition Assessment Program (approx. $.6M annual budget), and building systems asset condition data through specialised inspections, this includes vendor management, coordination with stakeholders and funding partners, analysis and validation of results, and supervision of project management assistant staff.
  • Oversees and advises on asset management projects involving consultants and internal/external stakeholders.
  • Supports negotiations (lease renewals, operating and service level agreements, property acquisitions).  This work typically includes reviews of facility condition and needs reports to establish levels of risk, investment and deferred maintenance levels to inform decisions and adjustments to legal terms and conditions.
  • Acts as a technical subject matter expert and an Engineer of Record in accordance with EGBC Organizational Quality Management Guidelines.

 
Capital and Preventative Maintenance Planning 

  • Manages the Capital Maintenance planning program that includes the prioritization, and the development of annual (approx. value of $15M-$20M annually), multi-year (2, 4, 10) capital maintenance investment plans, including extensive engagement with internal operations subject matter experts, engineers and service category stakeholders.
  • Manages an emerging needs intake process, including chairing monthly meetings with stakeholder groups, reviewing requests, and re-prioritizing capital maintenance funds to support emergent projects that are deemed critical based on safety, risk, and urgency considerations.
  • Manages a team of Maintenance Planners tasked with maintaining and updating SAP PM functional location structures, ensuring alignment with negotiated agreements, and work control processes; updating equipment inventory; the maintenance and development of preventative maintenance schedules and tasks in consultation with engineers and shop superintendents; and the upkeep of Technical Safety BC permits data.

 
Asset Management Information Systems Management and Oversight

  • Manages (Administrator) the use, sustainment and improvement of two specialized facility databases (Asset Planner and SAP PM functional location structure).  This includes data integration, quality control, and the development of data standardization.
  • Leads system enhancements through consultation with user groups, IT Services, and the vendor.
  • Training of staff across the department.


Other Duties

  • Acts as a project manager on smaller scale asset management, data configuration or optimization projects. 
  • Improves operational processes by applying business process, change management expertise informed by stakeholder engagement, continuous improvement and benchmarking.
  • Supervises a staff team (minimum 3 staff) of Project Management Assistants and Maintenance Planners.
  • Participates in the department’s Business Continuity and Emergency Response plans is a requirement of this position.
  • Other duties as assigned.


Minimum Qualification Requirements
Education and Experience:

  • University graduation in Engineering with a Professional Engineer designation.
  • A minimum of eight years of related experience involving asset management is required, as well as a broad range of supervisory, operational and administrative responsibilities.  Minimum of eight years of proven and progressive project management experience is considered and asset.
  • Registration or eligibility to register as a Professional Engineer in British Columbia
  • Experience with technical research and implementation of pilot programs for the purpose of performance monitoring or assessing feasibility /scalability is an asset. 
  • PMP certification and a Professional Certificate in Asset Management Planning are assets.
  • Construction experience is an asset.

 
Knowledge, Skills and Abilities:

  • Knowledge of the standard methods, practices, materials, tools and equipment used in building and system maintenance and operations
  • Considerable knowledge of the applicable regulations and industry best practices governing the operation and maintenance of facility assets
  • Knowledge of project management best practices
  • Ability to build relationships, promote technical initiatives / standards, facilitate collaboration and engage stakeholders at all levels.
  • Ability to make effective and timely decisions; be committed to excellent service delivery; successfully manage competing priorities; create and manage annual and multi-year capital program budgets, schedules and work plans; and initiate and implement creative and innovative change.
  • Demonstrated interpersonal skills to promote a supportive, respectful and safe work environment.
  • Excellent writing and presentation skills.
  • Ability to lead, coordinate and collaborate with City staff, outside agencies and the public.
  • Ability to resolve conflict, and manage multiple tasks and competing priorities
  • Demonstrated abilities in the following areas are an asset: infrastructure planning; standards and service levels; asset lifecycle management best practices; development of asset management policies and practices; project management; asset lifecycle metrics analysis and performance measurement.
  • An understanding of Public Sector Accounting Board tangible capital asset accounting, related directives and their impact on managing assets are an asset.
  • Knowledge of municipal government, particularly in the area of public works asset management principles is an asset.
  • Knowledge of the Vancouver Building Bylaw and Facility Management practices are an asset.
  • Valid Driver’s License for the Province of BC is required.
